Most require at least a Bachlor's degree with 24 hours of Instructional Design coursework.
Many jobs also require training in 4 out of 5 instructional design core areas.

Military trainers plan, organize and direct basic and initial military training.  They identify requirements for training, facilities, space, equipment, visual aids, and supplies.  They also must deal with government funding rules and student flow.  Trainers  must also screen students who are "unfit or unsuitable for retention."  Record keeping is also an essential task to evaluate student performance.  Skills include operation of computer and film presentation of training materials.

Military instructional designers also develop the materials used by military trainers.  All relevant computer skillsets are helpful in fulfilling duties and responsibilities: web development, graphic design, video production, etc.
