Job Description:

The research assistant will conduct detailed research on assigned topics. The research will be used as baseline content for new online learning courses. The research assistant will use the internet, library or other sources to find current and accurate information relevant to the assigned topics and course learning objectives. All research materials must be thoroughly checked for accuracy and have detailed citations of authors and/or sources. The research assistant must have access to their own computer and workspace due to the fact that my company works in a virtual office environment. We will communicate via phone, email, IM or text messaging as situations warrant. For the next 4 months, the work could be 25-40 hours a week, but can be very flexible to work around schedules. Additional work may be available for future projects. This is a 1099 contract position and you will not be an employee. Research assistants must have excellent communication skills, demonstrate good research techniques, must be computer savvy, self-disciplined and have good attention to detail. Group Description
The Operations & Process Transformation group is radically expanding their training capability. This group focuses on developing and delivering training concepts and materials for U.S.-based and in-country training for the National Nuclear Safety Administration, Department of Energy, Department of State and for internal clients.

Job Description
This position is responsible for developing, managing and evaluating the design and delivery of technical training for nuclear safety, security and nonproliferation-related projects. Specifically, the incumbent will lead or support the following: (1) the analysis, design, development, and evaluation of quality training programs and services; (2) the implementation of training programs that comply with established training policies and procedures: (3) the coordination of training activities and issues, and (4) the identification of distance learning systems and training delivery systems.

In carrying out these duties, the incumbent will be responsible for maintaining strategic alliances with specified clients, participating in proposal development, mentoring staff engaged in technical training activities and linking programmatic efforts to achieve maximum effectiveness for PNNL clients. The incumbent will be an active technical contributor to new and ongoing projects and assist with identifying new areas of business.

Support PNNL internal and external customers by providing effective learning solutions to meet project objectives. Scope includes all facets of training to ensure satisfaction of the client, including: needs assessment, training development, course development, and training delivery. The incumbent will be required to communicate with senior level U.S. Government and foreign country officials and managers to develop cost effective short-term and long-term training programs.

The incumbent will be required to monitor training/project activities to assure client expectations are being met, lead the development of new or continuing business, contribute to the development and implementation of training programs, and work with line, project, and product line managers to plan and execute the training and technical work.

This position requires coordinated business planning with PNNL technical and functional organizations and occasional collaboration with Battelle Columbus and other national laboratories.

The incumbent is responsible and accountable for providing and managing comprehensive training by ensuring that training follows regulatory requirements and ISD model; providing direction to training professionals accomplishing training missions; developing training policies and procedures that establish guidelines for training functions; initiating and helping prepare long-range training objectives for organizations that are consistent with policies; and helping fellow team members by providing coaching on the ISD model and other performance interventions.

Maintain a quality, professional, ISD program by planning and ensuring the ongoing update and development of courses that meet the training and development needs of trainees; ensuring completion of the ISD process; and providing professional and technical guidance and assistance to staff regarding the development of courses, design documents, lesson plans, and training aids, etc.

Additional Responsibilities and Accountabilities:
• Deliver training to colleagues, collaborators and clients in various domestic and international locations per project or program requirements.

• Perform quality assurance checks of training materials, review and analyze course evaluation information and course critiques, implement actions to ensure ongoing maintenance of course development and implementation records (hard copy and electronic).

• Ensure completion of projects/assignments by tracking status of courses/projects/assignments and following-up and reminding/alerting team members of due dates.

• Ensure technical quality of course materials by reviewing and analyzing training materials; validating agreement between instructional objectives, test question/performance measures, and analysis data; ensuring technical aspects of the ISD process are followed and documented; and evaluating technical quality based on established policies and procedures.

• Complete course/project administrative task by planning, organizing and prioritizing work for accomplishment within expected timeframes, and documenting action(s)/task(s) completed.

• Facilitate/lead course presentations by maintaining course schedules, planning and recommending, requisite course instructional staff and resources, and ensuring training presentations are carried out within prescribed course framework.

• Serve customers (internal and external) by focusing on quality as it relates to the customer, listening actively to customer needs and concerns, anticipating/understanding customer need and expectations, expediting problem resolution, and satisfying customer needs and expectations.

The incumbent is responsible for researching, preparing and presenting technical training in accordance with Instructional Systems Design (ISD) methodology. Specific activities will include:

• Delivering instructor-led technical product and solution training in a classroom/lab environment using a combination of lectures, workshops, demonstrations and hands-on sessions.

• Coordinating all aspects of training at a customer site to include managing travel plans and ensuring classroom environments meet technical and learning minimums. Manage classroom computer and lab network setup, troubleshooting for client learners.

• Contributing to strong customer relationships through highly responsive customer-focused team interactions and issue resolution.

Minimum Requirements:
Bachelor's degree plus 7 years of experience or advanced degree plus 4 years of experience. Independent contributor. Fully functioning, fully knowledgeable of theory, principles and practices. Broad based generalist or an in-depth specialist. All staff at the Pacific Northwest National Laboratory must be able to demonstrate the legal right to work in the United States.

Qualifications:
Professional Expertise: Formal knowledge of instructional systems design principles and learning theories. Will need considerable technology knowledge to assist with technical troubleshooting and testing of various systems and components to effectively support program goals.

Work-Related Experience:
• Demonstrated experience leading project teams to research, design and develop Safeguards and Security related training courses and programs.
• Instructional design experience with government organizations.
• Demonstrated ability and willingness to perform as a team member on multiple projects simultaneously and work effectively in a fast-paced, dynamic team environment with high expectations for quality.

Breadth of Relevant Specialized Knowledge and Skills:
• Well-developed oral and written communication skills, including detail-oriented business writing and the ability to convey complex technical information accurately.

Responsibilities

The Instructional Designer (ID) is a formally-trained learning professional with accomplished skills and knowledge in the practice of learning design and development. Work with the site Training Coordinator to design and develop new on-line training content as well as maintain and improve existing on-line content that will better enable us to follow our currently defined processes and procedures. Help with the management and administration of our existing Learning Management System (LMS).

The successful candidate will have excellent written and verbal communication skills and will relate well to others interpersonally. Basic computer skills using MS Office and other similar programs are required. Excellent content development tools skills with programs such as Flash, Dreamweaver, Fireworks/Photoshop, and Captivate are very desirable. Demonstration of work/project experience using the tools listed above is desired.
